Idaho Governor Butch Otter laid out his goals for 2017 at his annual State of the State address on January 9.

“I’m also calling for an ongoing investment of $2.5 million a year for leadership training of principals in low-performing schools,” Otter said.

How will the effectiveness of this leadership training be measured? Based on student learning?
